A proposal for The Defender Network

The Defender Network

The Defender Network is an arrangement between regions of like mind and objective to achieve the purpose of the defense and liberation of innocent regions across NationStates against invasion, greifing, and unprovoked attacks. The Network will seek the coordination of military and intelligence resources among member regions in order to acheive these objectives.

Membership:

Membership shall be granted to those regions that apply and adhere to the defender principles of self-determination and protection of regions against hostile invader actions. Members shall adhere to the principles of equality and mutual respect.

- Each Network member region shall consist of an actively participating collection of nations combined in one or more regions. No region/entity may control more than one voting membership.

- All Member regions are required to come to the mutual defense of other member regions. All other defense and intelligence operations are by voluntary participation.

- Membership in The Network is voluntary, and any member may leave at their own discretion.

- Membership shall be approved by majority vote of all member region representatives.- Membership can be forcefully terminated by majority vote of all representatives.

Representation:

The Committee of Representatives:

Each member region will be represented by one voting representative. Non-voting representatives may be appointed by each region, and may be designated to act in the event of the absence of the voting reprsentative.

Chairman and Vice-Chairman:A Chairman and Vice-Chairman shall be elected every three months. Elections shall take four days: two days for nominations, and two days for voting. Candidates for these postions must be voting representatives.

- The Chairman will be responsible for enforcing the Charter and ensuring the harmonious operation of The Network. The Chairman shall guide the Network's committees, and Chair the Committee of Representatives.

- The Vice-Chairman shall become Acting Chairman in the event of the Chairman's absence. The Vice-Chariman shall preside over elections.Organization:All decisions shall be made by majority vote, with committees also having the authority to make decisions about their respective areas. There are three committees: the Military Operations Committee, the Intelligence Operations Committee, and the Membership Committee. All non-covert operations shall be open to all representatives. Each committee has the authority to set further rules managing its own functioning.

Military Operations Committee:

Participation by members in mutual defense is mandatory, with a good faith effort. Mutual defense operations will begin upon notification of an emergency. The member region under threat is responsible for providing information regarding the threat so that representatives can understand the situation and make intelligent decisions.Participation by members in all other defense operations is voluntary. A Mission Alert section will be provided for the posting and coordination of defender missions and operations. The Committee shall oversee and make recommendations to prioritize mission objectives.

Intelligence Operations Committee:

Members are expected to share raw intelligence on all potential threats to Network members. Intelligence regarding threats to any innocent region shall also be shared in accordance with each member region's sovereign policies. The Committee will be responsible for classifying threats, organizing information gathering, and covert intelligence operations.

Membership Committee:

The Membership committee shall be responsible for keeping member regions up to date on the status of the Network, maintaining the current active/inactive status of member regions - making appropriate recommendations to the Committee of Representatives. The Membership Committee is responsible for actively seeking out member candidate regions, and investigating applications. Membership applications shall be public, and sufficient time will be granted to allow for comments from representatives.

AMENDMENTSAmendments to this Charter require a 2/3 majority vote of voting representatives.--------------------
