A proposal for The Defender Network

The Defender Network

The Defender Network is an arrangement between regions of like mind and objective to achieve the purpose of the defense and liberation of innocent regions across NationStates against invasion, greifing, and unprovoked attacks. The Network will seek the coordination of military and intelligence resources among member regions in order to acheive these objectives.

Membership:

Membership shall be granted to those regions that apply and adhere to the defender principles of self-determination and protection of regions against hostile invader actions. Members shall adhere to the principles of equality and mutual respect.

- Each Network member region shall consist of an actively participating collection of nations combined in one or more regions. No region/entity may control more than one voting membership.

- All Member regions are required to come to the mutual defense of other member regions. All other defense and intelligence operations are by voluntary participation.

- Membership in The Network is voluntary, and any member may leave at their own discretion.

- Membership shall be approved by majority vote of all member region representatives.- Membership can be forcefully terminated by majority vote of all representatives.

Representation:

The Committee of Representatives:

Each member region will be represented by one voting representative. Non-voting representatives may be appointed by each region, and may be designated to act in the event of the absence of the voting reprsentative.

Chairman and Vice-Chairman:A Chairman and Vice-Chairman shall be elected every three months. Elections shall take four days: two days for nominations, and two days for voting. Candidates for these postions must be voting representatives.

- The Chairman will be responsible for enforcing the Charter and ensuring the harmonious operation of The Network. The Chairman shall guide the Network's committees, and Chair the Committee of Representatives.

- The Vice-Chairman shall become Acting Chairman in the event of the Chairman's absence. The Vice-Chariman shall preside over elections.Organization:All decisions shall be made by majority vote, with committees also having the authority to make decisions about their respective areas. There are three committees: the Military Operations Committee, the Intelligence Operations Committee, and the Membership Committee. All non-covert operations shall be open to all representatives. Each committee has the authority to set further rules managing its own functioning.

Military Operations Committee:

Participation by members in mutual defense is mandatory, with a good faith effort. Mutual defense operations will begin upon notification of an emergency. The member region under threat is responsible for providing information regarding the threat so that representatives can understand the situation and make intelligent decisions.Participation by members in all other defense operations is voluntary. A Mission Alert section will be provided for the posting and coordination of defender missions and operations. The Committee shall oversee and make recommendations to prioritize mission objectives.

Intelligence Operations Committee:

Members are expected to share raw intelligence on all potential threats to Network members. Intelligence regarding threats to any innocent region shall also be shared in accordance with each member region's sovereign policies. The Committee will be responsible for classifying threats, organizing information gathering, and covert intelligence operations.

Membership Committee:

The Membership committee shall be responsible for keeping member regions up to date on the status of the Network, maintaining the current active/inactive status of member regions - making appropriate recommendations to the Committee of Representatives. The Membership Committee is responsible for actively seeking out member candidate regions, and investigating applications. Membership applications shall be public, and sufficient time will be granted to allow for comments from representatives.

AMENDMENTSAmendments to this Charter require a 2/3 majority vote of voting representatives.--------------------

01 Eastern Roman Empire Alliance is the place where the Empire of the Byzantine Glory was born on December 28th, 2006.
Capital of the region is Constantinople.
All nation states believing in freedom and independence, mutual self respect, common defense against any invader and hard work for the progress of their people may benefiting to become parts of the Empire.
On Feb. 8th, 2007 the Region (Byzantine Glory)elected member of the DSA (Defenders Security Alliance), on Feb. 27th of the DSA Council of Regions and on May 10th of the Cabinet of Internal Affairs Commission of DSA. On November 2nd, 2007 Byzantine Glory was elected as DSA Deputy Secretary of State. On December 31st, 2007 Byzantine Glory was appointed as DSA Ambassador in Great Britain and Ireland Region.
On April 10th, 2008 Byzantine Glory was succeeded by Prince Alexander of Byzantine Glory, who leaded the ERE Alliance since then from the new Alliance location of 01 ERE Alliance Headquarters and later on from Eastern Roman Empire Region. After 01 ERE Alliance dominated the Region of Eastern Roman Empire then the Alliance was renamed so as Eastern Roman Empire Alliance and many nations including the Founder nation of Byzantine Glory have relocated there.

Eastern Roman Empire Alliance contains 807 nations.
On May 12th, 2007, 00 Western Roman Empire Region declared their decision to join as a Colony Eastern Roman Empire Alliance.
On May 23rd, 2007, Hellenic Civilization Region declared its decision to consider itself as an off-spring of Eastern Roman Empire Alliance and some of our natives colonized the new Region.
On June 7th, 2007, Hellenic Civilization Region decided to be merged with Eastern Roman Empire Region and to move all its members in ERE Region. During the months followed this was not happened in practice and thus the Region became one of the fastest growing regions inside the Eastern Roman Empire Alliance.
On the same day, 01 Western Roman Empire Region decided too to be merged with Eastern Roman Empire Alliance and to move its members in ERE Region.
On July 1st, 2007, the newly created Region, Ellada, declared its decision to be considered as an "off-spring" region 0f Eastern Roman Empire Alliance. On September 18th, 2007 the region ceased to exist.
On July 31st, 2007 the Roman Republic Region (RRR) declared its decision to be merged with Eastern Roman Empire Alliance and its Founder, Emperor Julius Caesar Jr was elected as a Magistratus Extraordinarii of ERE Alliance and the nations started arriving in ERE. On September 18th, 2007 the region ceased to exist.
On August 15th, 2007 Central Region declared its decision to be merged with Eastern Roman Empire Alliance and its Founder, 15 States instructed the nations to move in ERE; even though on August 26th the moody Central leader destroyed the merger success. Since then Central region was dramatically shrinked in Nation States and finally it ceased to exist.
On August 25th, 2007 Athens of Greece was created by The Republic of Socrates the Athenian and simultaneously declared its decision to be considered as Eastern Roman Empire Alliance member. On September 18th, 2007 the region ceased to exist.
On August 26th, 2007 Empire of Rome declared its decision to be considered as an off-spring of Eastern Roman Empire Alliance.
On August 26th, 2007 Athens Region declared its decision to be considered in the framework of Nation States as an affiliated Region of Eastern Roman Empire Alliance and applied also for full membership with Alliance Defense Network (ADN:DSA).
On August 28th, 2007 The Province of Britannia Region and The Western Roman Empire Region declared their decisions to be considered in the framework of Nation States as affiliated Regions of Eastern Roman Empire Alliance. On September 20th, 2007 The Western Roman Empire Region ceased to exist, while the leader of The Province of Britannia Region was banned/ejected from the Alliance and the remaining members of his region followed him.
On September 8th, 2007 our Allied Region Athens suffered an invasion by The Last Kingdom. ERE, Hellenic Civilization and ADN:DSA forces helped to kick-out the invaders and keep Athens free.
On September 14th, 2007 The City of Troy Region declared its decision to be considered as an off-spring of Eastern Roman Empire Alliance. On September 18th the region ceased to exist.
On October 13th, 2007 The Empire of the Romans Region declared its decision through its Founder, Basileus Romeon, to be considered as an affiliated of Eastern Roman Empire Alliance.
On October 27th, 2007 The HellenicAndRomanNationsinNS Region declared its decision through its Founder, HellenicAndRomanNations, to be merged with Eastern Roman Empire Region and its members started arriving in ERE.
On October 31st, 2007 Byzantine Empire was created as an "off-spring" of Eastern Roman Empire Region. The Region died on December 11th, 2007 but it resurrected on December 14th, 2007, to die again on January 5th, 2008. The region resurrected again and it has been conqured by the FYROMians, but Alliance army finally liberated it and incorporated in the Alliance members regions.
On November 2nd, 2007 Star Trek NS Generation was created as an "off-spring" of Eastern Roman Empire Region but its members nations moved finally on January 15th, 2008 in other Alliance Regions and the Region left to die (it was resurrected later on by another nation with no relation with the Alliance and it died again later on).
On November 30th, 2007 Greek Islands Region declared its decision through its Founder, Paros Island, to be considered as an affiliated of Eastern Roman Empire Region.
At the same day, Roma Region was created as an "off-spring" of 01 Eastern Roman Empire Region, to die a few days later. The Region resurrected by another nation after months to die again and been resurrected again by ERE Alliance and colonized by our Army.
On December 2nd, 2007 Ithaca Region became affiliated region with 01 Eastern Roman Empire Alliance. On April 10th, 2008 Ithaca has been invaded by the joined forces of FRA and TLK and it is currently fighting to preserve its independence again.
On December 25th, 2007 FYROM is not Macedonia Region was created as an "off-spring" of Eastern Roman Empire Region. The Region ceased to exist on January 5th, 2008.
On January 6th, 2008 The Council of Narnia Region declared its decision through its Founder, The Narnian Council, to be considered as an affiliated region with Eastern Roman Empire Alliance. On April 18th, 2008 the region decided to quit ERE Alliance.
On February 5th, 2008 Greece Region declared its decision through its WA Delegate, Nikolaos the Great, to be considered as an affiliated region with Eastern Roman Empire Alliance. Later on, after the occupation of the Region by the Persian Empire, Greece decided to quit Eastern Roman Empire Alliance.
On March 16th, 2008 Konstantinoupolis and Kypros Regions were created as "off-springs" of 01 Eastern Roman Empire Region.
On the same day Eastern Roman Empire colonized the Regions of Turkiye Cumhuriyeti, Ankara, Istanbul, FYR of Macedonia, Vardarska, Nova Macedonia, Macedonia - Skopje, Skopje, Shqiperia, Tirana, Belgrade, Chisinau, Pristina and Mitrovitsa.
On March 30th, 2008 Glorious Praetorian Empire declared its decision through its Founder, Augustus Romanus, to be considered as an affiliated region with Eastern Roman Empire Alliance.
On April 9th, 2008 Glorious Praetorian Empire acquired the Praetorian Empire Region, which declared its decision through its Founder, Morombe, to be considered as an affiliated region with Eastern Roman Empire Alliance.
On April 13th, 2008 The Last Kingdom (followed by various Allies of them) announced a War against Eastern Roman Empire Alliance, finding some ridiculous excuses (debate conflicts with Alliance Senator Fotar of the CoN, ejection of their spies in ERE and GPE etc.). Eastern Roman Empire Alliance has exposed the role of TLK in the NS world and gave a hard lesson to them.
On April 17th, 2008 our Alliance soldiers enjoyed a parade at AFTK Training Ground (heart of Military operations of The Last Kingdom, password protected region) and they gave a nice lesson about our Alliance Intelligence superiority to our enemies.
On April 18th, 2008 a series of fiasco invasions by TLK soldiers took place in Allied Regions of Greek Macedonia, Salonica, Konstantinoupolis and Istanbul colony. Our local Generals defended bravely and successfully the Regions and kicked out easily the invaders, showing to the NS world that the Axis of the Dark is not invincible as it was thought till then and that from now on it will be a habit their deafeats and humiliation.
On April 19th, 2008 the region of Achaemenid Empire was created as an "off-spring" of 01 Eastern Roman Empire Alliance Headquarters.
On July 9th the Region of Western Roman Empire declared its decision through its Founder New Caserdon to be considered as an affiliated Region of Eastern Roman Empire Alliance.
Similarly the Region of Antioch declared its decision through its Founder Antioch to be considered as an affiliated Region of Eastern Roman Empire Alliance along with its confederated regions of Edessa and Tripoli.
On July 14th the Persian Empire invaded the regions of Edessa and Tripoli and Antioch asked the Alliance Army intervention. Military froces of Eastern Roman Empire Alliance originated from Eastern Roman Empire, 01 ERE Alliance Headquarters, Empire of the Romans, Hellenic Civilization, Greek Islands, Balkan Peninsula etc. re-occupied and liberated Edessa and Tripoli, re-establishing Princess Carmesina in her throne there. The Allied forces occupied also and colonized as an exemplary punishment towards the Persians their capital cities of Babylon, Susa, Pasargadae and Ecbatana.
The Regions of Solar System, Balkan Peninsula, Environment, Republic of Greece, Republic of Cyprus etc. were also created as "off-springs" of Eastern Roman Empire and they are now part of ERE Alliance.

Many times NationStates have elected our Regions - members or colonies of the Alliance - as Featured Regions (Greek Islands twice, Empire of the Romans twice, Empire of Rome, Aegean Sea, Solar System, Achaemenid Empire, ADN, Antioch, Western Roman Empire etc.), honouring our Alliance and its Glorious members Regions and Nations.

01 ERE Alliance Constitution

Prelude

The 01 Eastern Roman Empire was founded on the principles of freedom, independence, mutual self respect, and for the common defense of all member nations.

The region has been a proud member of the Defender Security Alliance and as such, has committed to defending the sovereignty of all peaceful regions. After DSA dissolution, 01 ERE Alliance decided to follow an independent policy in foreign affairs.

The 01 Eastern Roman Empire is an Imperial Republic led by the Imperator, The Empire of Byzantine Glory, with the Senate representing the will of the People of the region.

The Senate and the Roman People do hereby ordain and establish this Constitution for the 01 Eastern Roman Empire Constitution.

Article I.

The Imperium

I. The Imperator

The Empire of Byzantine Glory, shall be the regional Head of State, as well as commander of the 01 ERE’s glorious legions. As Head of State, he retains the final word in all foreign matters.The Imperator shall appoint a Praetor to command the legions in his absence, or as he sees fit.The Imperator shall serve for life. In the event that the Imperator dies, or becomes otherwise incapacitated, The Senate shall elect a new Imperator by special election. To become Imperator, a candidate must receive 3/4th of the votes from the Senators participating in the special election.

II. The Consul (Prime Minister)

Shall be the nation appointed as UN Delegate by simple majority vote of UN Members. The Prime Minister shall be required to implement the legislative decisions made by The Senate. In the event a Senate vote results in a tie, The Consul shall be required to cast the tie-breaking vote. Otherwise, the Consul shall not participate in Senatorial voting. The Prime Minister shall also have the responsibility of announcing Senate elections, UN resolutions and the results of UN votes, and decrees by the Imperator. The Prime Minister shall make all declarations of war, as decided by the Senate and the Imperator.The Prime Minister shall be appointed through General Election every six months. There shall be no limit to the number of terms the Prime Minister can serve. If the Prime Minister dies, or becomes otherwise incapacitated, he shall be replaced by special election of UN members 28 days after his death. The candidate receiving the second highest number of votes in the General election shall be named interim Prime Minister.

III. The Aedile (Minister of the Interior)

Shall be appointed by The Senate, requiring a simple majority vote. Voting shall take place every six months during the General Election. The Aedile shall be responsible for maintaining order in the Empire, the Regional Message Board, and Forums. The Speaker of the Senate will refer all cases of senatorial misconduct to the Aedile for review. If the Aedile feels that disciplinary action is warranted, he will refer the matter to the Magistratus Extraordinarii for disposition. If the Aedile dies, or becomes incapacitated, The Senate will replace him via special election after a fortnights notice is given.

IV. The Tribune (recruiter)

Shall be appointed by The Senate by simple majority during the General election. The Tribune is responsible for travelling to other regions to recruit new citizens. The Tribune must adhere to the NationStates rules regarding legal recruiting practices. The Tribune shall serve a term of six months, but there shall be no limit to the number or terms the Tribune can serve.

Article V.

I. Senate

The regions of the 01 Eastern Roman Empire Alliance must have at least one Senator but one region on its own cannot have a senate majority. A region elects its own Senators and announces them to the Alliance. Each Senator shall represent 40 nations in each region, however Senators can represent nations more or less than this number with the Imperators agreement. Senators relinquish their seats in the Concilium Plebis once elected. During Every election the Senators will vote on whether there should be one more additional Senator. This motion will be considered to have passed if it receives two-thirds majority. Members of the Senate shall approve all government appointments. An appointment succeeds if it receives a simple majority.All diplomatic bills shall be approved by 2/3 majority, to be enacted upon approval of the Imperator.The Senate shall also be responsible for declarations of war and peace. This shall include the passage of treaties.

II. Concilium Plebis

The Concilium Plebis will be made up of all nations currently residing in 01 ERE, including all cabinet members. All members of the Concilium Plebis shall be considered citizens of 01 ERE. The Concilium Plebis shall be responsible for drafting laws for 01 ERE. A law will be considered to have passed if it receives a simple majority. The Concilium Plebis shall also be responsible for holding all elections for the Senate, and for constitutional amendments.

III. Interaction between the two houses

All appointments shall be confirmed if they receive a simple majority in the Concilium Plebis. All diplomatic bills will likewise require 2/3 majority to be passed in the Concilium Plebis. All laws shall be considered passed if they receive a simple majority the Senate. Constitutional amendments shall pass if they receive 3/4 majority in both houses of the legislature.

IV. The Speaker of the Senate and Concilium Plebis Tribune

They shall both be voted in by their respective legislative members immediately after an election. They will be elected if they receive a simple majority. They shall be responsible for keeping discipline and order, as well as managing votes and may have one vote when the vote is tied. They shall be figureheads for 01 ERE and their respective house. They may send members to the Magistratus for trial if they deem it necessary.

Article III.Magistratus Extraordinarii

The Magistratus Extraordinarii shall serve as the special judiciary of the 01 Eastern Roman Empire. The Magistratus Extraordinarii shall consist of three Magistrates. The Magistratus Extraordinarii shall settle all questions of constitutional law, as well as any general legal disputes. The members of the Magistratus Extraordinarii shall be decided in the General Election, following confirmation by a simple majority of the Senate.

Article IV.Foreign Minister

The Foreign Minister shall be responsible for coordinating all foreign affairs of the 01 Eastern Roman Empire, including, but not limited to: the creation and maintenance of regional alliances, the creation of embassies and appointment of ambassadors, and conveying all declarations of war. The Foreign Minister shall be appointed by the Imperator following each General Election and upon confirmation by a simple majority of The Senate.

Article V.Elections and Appointments

All members of the government will be appointed by the Imperator, excepting the Senators, and the Speakers. After the Imperator appoints a nation, it must be approved by the Senate, and confirmed by the Concilium Plebis. All appointments shall serve for six months. All senators serve for three months. There shall be a limit of two consecutive terms for every position, including Senators and Speakers. However there shall be no limit to non-consecutive terms.

Article VI.

I. Removal From Office

Any member of the Concilium Plebis may request an investigation of a member either of the Senate or of the Concilium Plebis. All investigations shall be conducted by the Aedile, to be forwarded to the Magistratus Extroadinarii if deemed necessary.Any Senator may request an investigation into any cabinet member, to be conducted by the Aedile, to be forwarded to the Magistratus Extroadinarii if deemed necessary.The Magistratus will declare a defendant guilty if he receives a simple majority against him. All guilty verdicts will be referred to the Imperator for punishment, with a suggestion of sentence made by the Magistratus.

II. Imperators Right to Oversight

The Imperator may convene the Magistratus to try any member of 01 ERE, including appointed members and Senators. In all trials convened by the Imperator, he may choose to disregard verdict, and proceed as he sees fit. This includes banishment, removal from office, and rebuke.
