Its hard-nosed population of 4.338 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.
It is difficult to tell where the omnipresent government stops and the rest of society begins, but it devotes most of its attentions to Law & Order, with areas such as Social Welfare and Healthcare receiving almost no funds by comparison. The average income tax rate is 69%, and even higher for the wealthy. A powerhouse of a private sector is led by the Beef-Based Agriculture, Information Technology, and Soda Sales industries.
Voting has become a nightmare since everyone keeps selecting "None of the above", cars are banned, citizens must pay to enjoy Merlinopolis's pristine beaches, and the government is spending millions on alternative clean-burning fuels. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Merlinopolis's national animal is the sloth, which frolics freely in the nation's many lush forests, and its currency is the shinkgle.
